I've had very good luck using local "pro" shops. You'll pay more than going to WalMart, but they'll usually work with you if you're not happy with they results.

That said, I used to get rolls from my Reefmaster (before I moved to a housed SLR) done at Sam's Club and Target. I would mark in the note area that they were taken underwater and I got great results. Once, someone even called me and asked me how I wanted them developed. If you're lucky, you might get a developer wanting a challenge. I ask for sepia prints and all sorts of special requests all the time at my local Sam's Club. :)

Take my advice with a grain of salt though, I'm new to underwater photography.
