Seriously, it is a tough decision since the various models of cameras have only incremental differences. I don't know much about the other models specifically except the pixel count (which I don't hold as a super high priority) and the fact that the 4040 has a somewhat better lens. Truth is, I don't think you'll save much more than maybe $150. To me that's not worth the risk of wishing you had done something different later. I've never wished I had bought a lesser camera.

Of course I don't know what is causing problems with your photos but I do know that 98.7% of all bad underwater photos are not because of the camera (and 65% of all statistics are made up on the spot :-) However as you mentioned, the instant feedback is the best tool available to get the problems solved.

And by the way, the Flower Gardens, rig dives and Cozumel offer some fantastic photo ops...just browse around this site if you're not convinced.
