There isn't a "setting" tht Kodak uses in Sea Processing. Basically what they've done is modify the standard adjustment algorithm used by in-lab processors, trying to accomodate common problems with u/w photography. In other words, they're on the lookout for blue casts, and they raise the contrast a little.

You can get 90% of the same results by using the "auto levels" tool in Photoshop. Look under the 'image' menu, then 'adjust' then "auto levels." If you're using the Windows version of Photoshop, ctrl-shift-L is the shortcut.

Be careful with 'auto levels' because it can do some strange things with very dark or all-blue pictures. The "undo" and "fade" (the latter under the filters menu) tools can be very helpful.

As for your slide show software, you're not asking for much, are you? :) I don't know of any such software, but I'm sure it's out there. I have seen a tool called "thumbs up" that seems like it does most of those things. I have no idea about the auto-play CD, though.

Having said that, I have written a photo-gallery application of sorts. It uses MS Access as a database to store pictures, comments, etc, and can spew linked HTML files to create a static slide show. You can then take the pile of HTMLs and images, write a CD, and you're off to the races. IIRC, Windows won't auto-launch a web browser without a small utility program to do so for you, but I could write something like that pretty quickly. If you're interested in this approach, email me.
