Subject:Problem with Canon EOS & Ikelite strobe?

Hi,
I am using a housed eos50 (elan II) and an Ikelite 100 Strobe.
Last weekend we went diving and we saw a big Mako shark looming about 10-15 meters from us. At this distance I wasn't sure my strobe is effective, so I decided to shoot without the strobe at all. For some reason, the camera refused to trigger the shutter. Since the shark wasn't going to model for us forever, I turned the strobe again and shot with it, hoping something may show in the pictures.
Later on we dived with a school of dolphins. I was told that the strobe may intimidate them, so I tried to shoot with the strobe turned off. Again, the camera wouldn't shoot. Turned the strobe on and everything was OK (And the dolphins loved both the strobe and the port. They kept coming all the time to look at their reflection in the port. It was a very nice experience).

Is this a known problem with Ikelite strobes? Is there any way to bypass it? What is the best thing to do in cases like the shark, where the flash is almost uneffective, but I'm obliged to use it?
