Javier .. first let me say I am not a Canon user so this is purely speculation on my part. The probelm you are having may depend on the camera setting you have chosen (i.e. progam,aperature preferred etc)
By turing the strobe off your camera is possibly reverting to the program mode you have chosen and if the avaiable light is not there for proper exposure it is not allowing the shutter to trip. If you have access to the controls to turn the camera on to fully manual with the strobe off you might be able to get some ambient light photos. Since I am not familiar with the Canon brand let alone your particualr model this is just my thoughts based on what I have experienced with Nikon models I have owned. I would be intrested in knowing if the setup you were having problem with would have tripped the shutter above water in bright conditions .. if so then the above may have some validity if not then it is probably for naught. Unless the camera has a flash setting on the dial that you are using then without the flash on .. or maybe even charged..it is not allowing the camera to operate.
