As I understand it, the features you list as 2a and 2b are not in the Nikon process. Nikon instead uses a pre-flash technique to measure the subject reflectivity and adjust the TTL cut-off point to match the subject. This assumes you have 'D' lenses and a strobe that supports pre-flash, the latter of which is certainly not true underwater. Regardless, the -1.5 EV adjustment is a hack (IMO) that's basically no better than a WAG. It's likely to work in many cases, but I don't trust it.

I'll have to go check out my N90s manual for details, something that will probably have to wait until the weekend. Nikon manuals are usually tediously complete, so I expect to find the info we need in there...
