Gee, if my camera meters f/11 and 15" exposure and nothing changes when I turn on my flash, then all my night time flash shots would be pretty blurry at 15".

My Nikons have a flash sensor light that is green and turns red when a strobe is attached and turned on. It immediately changes the shutter speed to 1/60. Calling it a minimum sync speed was probably not accurate.

Another way of looking at it is that if the shutter remains open after the flash has completed its job, the entire frame continues to be exposed not just the background. The lit area of the frame will become over exposed.
